سندھ حکومت نے مالی سال 2024-25 کے لیے 3.056 ٹریلین روپے کا بجٹ پیش کیا

سندھ کے وزیر اعلیٰ مراد علی شاہ نے مالی سال 2024-25 کے لیے 3.056 ٹریلین روپے کا بڑا بجٹ پیش کیا ہے۔ یہ بجٹ سندھ اسمبلی میں اسپیکر اویس قادر شاہ کی زیر صدارت پیش کیا گیا۔ جس میں تنخواہوں میں اضافے اور سماجی بہبود پر خصوصی توجہ دی گئی ہے۔

بجٹ کی اہم خصوصیات

تنخواہوں اور پنشن میں اضافہ
حکومت ملازمین کی مالی سلامتی کو بڑھانے کے لیے وزیر اعلیٰ نے تنخواہوں میں 22 سے 30 فیصد تک اور پنشن میں 15 فیصد اضافے کا اعلان کیا۔ خاص طور پر گریڈ 1 سے 6 تک کی تنخواہوں میں 30 فیصد اضافہ ہوگا۔ گریڈ 1 سے 16 تک کی تنخواہوں میں 25 فیصد اضافہ ہوگا۔ کم از کم اجرت 37,000 روپے مقرر کی گئی ہے۔

آمدنی اور اخراجات

صوبے کی کل متوقع آمدنی 3 ٹریلین روپے ہے۔ جس میں وفاقی منتقلیاں 62 فیصد اور صوبائی وصولیاں 22 فیصد شامل ہیں۔ اہم مختصات میں موجودہ سرمایہ وصولیوں کے لیے 22 بلین روپے غیر ملکی پروجیکٹ امداد کے لیے 334 بلین روپے اور اہم وفاقی گرانٹس شامل ہیں۔

ترقیاتی اور سماجی شعبے کی اخراجات
بجٹ کا ایک بڑا حصہ، 959 بلین روپے، ترقیاتی اخراجات کے لیے مختص کیا گیا ہے۔ جس میں سیلاب سے متاثرہ افراد اور غریبوں کے لیے سماجی تحفظ پر خصوصی توجہ دی گئی ہے۔ تعلیم کے شعبے کے لیے سب سے زیادہ 519 بلین روپے مختص کیے گئے ہیں۔ اس کے بعد صحت کے لیے 334 بلین روپے ہیں۔ مقامی حکومت کے لیے بھی 329 بلین روپے مختص کیے گئے ہیں۔

توانائی: 77 بلین روپے

آبپاشی: 94 بلین روپے

کام اور خدمات: 86 بلین روپے

ٹرانسپورٹ: 56 بلین روپے

زراعت: 58 بلین روپے جن میں سے 32 بلین روپے جاری اخراجات کے لیے ہیں

ریلیف اقدامات

بجٹ میں غریبوں کی مدد کے لیے 34.9 بلین روپے شامل ہیں۔ ساتھ ہی 116 بلین روپے کے سبسڈی پروگرامز شہریوں پر مالی بوجھ کو کم کرنے کے لیے ہیں۔ اس کے علاوہ 25 بلین روپے ہاؤسنگ اسکیموں کے لیے مختص کیے گئے ہیں۔ تاکہ محفوظ پناہ گاہوں کو فروغ دیا جا سکے۔

اہم اقدامات

ہاری کارڈ
کسانوں کی مالی مدد کے لیے 8 بلین روپے مختص کیے گئے ہیں۔ ایک اور اہم اقدام میں کراچی کو پانی کی فراہمی بہتر بنانے کے لیے حب کینال جیسا نیا کینال بنانے کے لیے 5 بلین روپے مختص کیے گئے ہیں۔

پولیس اور سیکیورٹی
پولیس کی صلاحیتوں اور سیکیورٹی کے اقدامات کو بڑھانے کے لیے نمایاں فنڈز مختص کیے گئے ہیں۔ جن میں 3.75 بلین روپے پولیس اسٹیشنز کی بہتری کے لیے اور 1.8 بلین روپے نئے ہتھیاروں کی خریداری کے لیے ہیں۔ اس کے علاوہ جیل کی سیکیورٹی اور سہولیات کو بہتر بنانے کے لیے 21.25 کروڑ روپے خرچ کیے جائیں گے۔

غیر ملکی امداد
غیر ملکی امدادی پروگرامز کے لیے 334 بلین روپے ملیں گے۔ ساتھ ہی وفاقی گرانٹس میں 77 بلین روپے شامل ہیں۔

Sindh Government Budget 2024-25. The Chief Minister of Sindh, Murad Ali Shah has unveiled a comprehensive budget for the fiscal year 2024-25 amounting to a significant 3.056 trillion rupees. This new budget presented in the Sindh Assembly under the chairmanship of Speaker Awais Qadir Shah focuses heavily on salary increments and social welfare.

Major Highlights of the Budget:

Salary and Pension Increases
In a significant move to bolster financial security the Chief Minister announced an increase in salaries for government employees by 22 to 30 percent and a 15 percent rise in pensions. Specifically salaries for grades 1 to 6 will see a 30 percent hike. While grades 1 to 16 will get a 25 percent increase. The minimum wage has been set at 37,000 rupees.

Revenue and Expenditures
The province’s total expected revenue is 3 trillion rupees with federal transfers accounting for 62 percent and provincial receipts making up 22 percent. Key allocations include 22 billion rupees for current capital receipts 334 billion rupees in foreign project aid and substantial federal grants.

Developmental and Social Sector Spending:
A significant portion of the budget 959 billion rupees is allocated for developmental expenses with a particular focus on flood affected individuals and social protection for the poor. The education sector receives the highest allocation of 519 billion rupees followed by health at 334 billion rupees. Local government is also a priority with an allocation of 329 billion rupees.

• Energy: 77 billion rupees
• Irrigation: 94 billion rupees
• Works and Services: 86 billion rupees
• Transport: 56 billion rupees
• Agriculture: 58 billion rupees, including 32 billion rupees for ongoing expenses

Relief Measures

The budget includes 34.9 billion rupees aimed at aiding the poor, alongside 116 billion rupees in subsidy programs to reduce the financial burden on citizens. Additionally, 25 billion rupees are allocated for housing schemes to promote secure shelters.

Key Initiatives

Hari Card
8 billion rupees have been earmarked to financially assist farmers. Another major initiative includes the allocation of 5 billion rupees for building a new canal, similar to the Hub Cana, to improve water supply to Karachi.

Police and Security
Significant funds are dedicated to enhancing police capabilities and security measures with 3.75 billion rupees allocated for improving police stations and 1.8 billion rupees for purchasing new weapons. Additionally 21.25 crore rupees will be spent on enhancing jail security and facilities.

Foreign Assistance
Foreign assisted programs will receive 334 billion rupees with additional federal grants amounting to 77 billion rupees.
